The office of the civil commandant of Minsk in 1917 issued an order. According to him, the Bolshevik Mikhail Aleksandrovich Mikhailov was appointed to the post of chief of the militia Zemsky All-Russian Union, which provides security in the city. Minsk ranks in accordance with the order gave Mikhailov all the weapons that they had on inventory. Under Mikhailov, Mikhail Frunze, a well-known revolutionary, joined the All-Russian Union. From March 4 to March 5 detachments of troops led by Frunze, together with workers and soldiers of the Minsk garrison, attacked the city police, disarmed the officers and seized all the management, the archive and the detective department. Revolutionaries managed to establish control over state institutions. By the afternoon of the next day, March 5, 1917, Nevel's authorities reported on the establishment of the police. During the following days, similar messages were received from Velizh, Yezerishchensky, Surazh uyezds, Dvinsk, Lepel, Vitebsk and other cities. So in Belarus the state militia was created, and Minsk became its provincial center. The newly formed sections of the workers 'and peasants' militia were instructed to guard the public order in the cities and villages and fight gangster formations. However, the repressions of the thirties also affected the affairs of the militia, without bypassing the staff. For this tragic period, about one hundred thousand militiamen suffered, and 20 thousand were deprived of life.

During the Great Patriotic War, the Belarusian militia fought against the fascists, defended the Brest Fortress, and repulsed the enemy on the railway. After the war, the police continued to protect their compatriots from criminals. Despite the shortage of food, clothing, transport, shoes and other necessities, they fought against murderers, profiteers, thieves, defended banks and warehouses.
