Helping young families

In modern conditions, most young families do not have the opportunity to independently acquire housing. More often they have to huddle in an apartment with their parents, or rent. This problem can be solved in different ways. For example, some organizations issue loans to their employees - this is the so-called material aid for young families to buy housing, in return, employees are required to work for a certain number of years in this organization. You can use this option if the next 5-15 years are not going to change the place of work. Another option is a mortgage. But the lack of money for an initial deposit and high interest does not allow considering a mortgage loan as some kind of help with housing for young families.

What to do in such conditions and how to get help to a young family?

In every country, whether Russia, Ukraine or any other country has its law on helping young families to help improve living conditions.

Helping young families in Russia

For example, in Russia, a state policy is implemented to help young families, regulated by the subprogram "Provision of housing for young families" of the federal target program "Housing". Its goal is to provide state assistance to young families aimed at solving the housing problem.

Under this subprogram, social assistance to young families is used to purchase or build housing.

At the same time, federal assistance to young families can be provided to both a young family and an incomplete family with one or more children. In this case, the age of spouses, or one parent in an incomplete family, should not exceed 35 years. To receive assistance, the family submits to the local government at the place of permanent residence an application and relevant documents on the inclusion of subprograms in the participants. The latter forms a list, conditionally call it assistance to young families after all documents have been checked. Then a certificate of the right to receive social benefits is issued. Material assistance to young families is provided only with such a certificate, its validity is not more than 9 months from the date of issue. Participation in the subprogram is voluntary; assistance to young families is provided only once. The amount of social benefits is calculated on the date of issue of the certificate and remains unchanged throughout the validity period. Exceptions are possible when the financial assistance to young families - participants of the subprogram changes in the direction of increase, is the birth (adoption) of one child. In this case, an additional social payment of at least 5% of the estimated cost of housing is provided.

Help for young families in Ukraine

As for Ukraine, here financial assistance to young families is provided in the form of partial compensation of the interest rate of loans from commercial banks for the construction and purchase of housing (Decree of the Cabinet of Ministers of Ukraine N 853). At the same time, legislation indicates that a young family is a husband and wife under the age of 30 inclusive, or an incomplete family in which a mother (father) under the age of 30 has an underage child (children). Documents in this case are submitted to the regional office of the Foundation. And the latter, most often gives preference to large families. This priority can be attributed to the category of assistance to low-income young families. poor families, as a rule, always have many children. The result is an agreement to provide partial compensation, where it is determined The amount corresponding to the discount rate of the National Bank, effective on the day of concluding the loan agreement.

Thus, the policy of both states, namely, gratuitous assistance to young families - is a good financial tool aimed at maintaining the social, economic and living conditions of a young family. This is a manifestation of concern for future generations and the development of the country as a whole.

For residents of Russia and Ukraine, such social assistance to young families is first and foremost the opportunity to acquire their own housing and find happiness, without which it is impossible to continue and form positive attitude towards the family institution among young people.
