To protect him, it was decided to build on the four main mountains of the city - Pukhansana, Invansan, Naxan and Namsan - fortress walls. Thus, on the summit of Namsan (its name translates as "Southern Mountain"), there appeared 5 signal towers used to transmit local news from the administration to the central government.
