Before what year did the maternity capital be extended?

Maternity, or family capital, is the largest cash payment in Russia, the right to which all young parents who have a second or subsequent offspring, since 2007, receive the right. This measure of financial assistance was developed by the government of the Russian Federation to improve the demographic situation in the country, and, based on numerous analytical studies, it has performed quite well on the task entrusted to it.

Initially, issuing certificates for the disposal of the parent, or family capital was expected for one full decade, that is until the end of 2016. That is why at the approach of this year, more and more questions arose as to whether it will be extended and how the recipients of the certificates will be able to dispose of the money provided by them.

Meanwhile, in December 2015, Russian President Vladimir Putin announced the government's decision on the future of this program. In this article we will tell you what changes were made to the current legislation, and up to what year the maternity capital was extended.

Up to what time did the maternity capital be extended?

Since the spring of 2015, all media have regularly met with unfounded allegations that the program for issuing certificates entitling the realization of maternity capital was decided to be extended for another 2 years. Nevertheless, there has been no official confirmation of such statements for a long time from representatives of the Russian government.

Meanwhile, the answer to the question whether maternity capital was extended until 2018 was of interest to a large number of young families who could not understand whether they would lose their right to this largest payment if the birth of the second or subsequent child was postponed. On December 30, 2015, at last, Law No. 433-FZ was passed, according to which maternity capital was actually extended until 2018, while the procedure for calculating its amount and the possibility of its implementation did not change. This law allows you to get a certificate not only for those young parents whose children were born in the period from 01.01.2007 to 31.12.2016, but also for those who have a second and a subsequent offspring for the next two years.

It should be noted that all these changes relate exclusively to the right to receive a certificate. It is possible to spend the money that this document allows to dispose of at any time, as it is not regulated in any way by the current legislation. On the contrary, given the fact that some variants of using family capital are realized only in the long term, there can be no limitations and time frames here.

Undoubtedly, the adoption of Law No. 433-FZ appeased the citizens of the Russian Federation only for a short period of time. Very soon, young families will still be wondering what will happen to the maternal capital after 2018. According to analysts, there are 3 options:

Of course, in this case, serious social inequality will inevitably arise, because those women who will become mothers in the beginning of 2019 for the second time will be at a very disadvantageous position, compared with the women in labor of the end of 2018. Nevertheless, given the current state of the Russian budget and the difficult economic situation in the world as a whole, it is the latter option that seems to be the most probable today.
