Planting and annual transplant should be done before winter, when the plant falls into a hibernation. If this is done during the growth period, then in the best case the plant will simply cease to develop, and at worst it will die.

You can multiply the garden camellia in several ways - cuttings, seeds, layers and vaccinations, and cuttings from them are the most optimal. Carry it up to the middle of summer, cutting cuttings from last year, semi-mature shoots of the plant.
